Halting the study, means that they limited the length of time to see the reaction,

Circumsise me, do a study on me, if I win the lottery the day after getting circumcised, by there reasoning they should stop studyding me and everyone should be circumsised becuase they'll win the lottery.

Also the infection rate may be high, but that doesn't mean that 100% of woman have HIV, so no, that would not be anything like the study that I described.
