how many times these people had sex, who they had sex with those peoples status, what there social views on circumcision are, etc.

It could just be a fluke those that were circusised were more likely to end up in stable relationships, or have clean partners.

Without those facts the numbers are useless, and possibly misleading.

The only real way to test it is to get an HIV positive woman, cut a bunch of guys, have a bunch uncut, and let them all go at her, thats a bit immoral though, but anything else you have variables.
