it is probably still on the books from the 'moral' times. Probably because it indicates a pretty abnormal family structure and gives the authorities one more lever to intercede in cases like this. It certainly could be abused (as sodomy has been), but I think is mostly used as an additional tool, not just a stand alone crime.
