If it's directly up against something darker. If you try to do something like a lilly or a snowman, it just doesn't stick right. You can see every flaw in the application. It also helps to be fair skinned.

I'm not dark sknned by any means, but I tan really easily and get really dark. Colors just don't stay bright on me, whether they get exposed to sun or not. It's my skin...can't do anything about it.

I did some dominatrix women on a buddy of mine who were wearing red vinyl outfits. I hammered white in with the red for the highlights, and it turned out really well, because it was an offset. If someone says "I want a skull, and I want it white" I would recommend to do it as traditional grey work with some white in it as accents, but not as a base color for the piece.
