NTFS has had hard links from the start (I think they call them reparse points or some such).

But there is no UI for creating them. You can do it programatically, or get a tool to do it (I can't remember the names of any right now).

There already is a free POSIX layer for the Windows NT line. SFU (Services For Unix? [I always want to add a T to that]), should be available somewhere in the mess of Microsoft's websites.
