I used MKS RCS (derived from *nix 'rcs') back in 1990, and it could do keyword expansion.

The manpage for linux rcs mentions keywords and keyword expansion, so I'd think it can also do this.

Subversion is supposed to be a better CVS, so one would assume that the developers of subversion included most of the features of cvs.
