IE is built into Windows, and is extremely difficult to get rid of. (If you do manage it, there are side-effects, as lots of things expect to use parts of IE.)
You might take a look at LitePC. This is the site of an Aussie named Shane McGowan, who started out a few years back figuring out how to completely remove IE from Win95/98. It seems to have become his full time business, and he has a variety of options for customizing and modularizing Windows.
Personally, I have IE 6 installed here under Win2K Pro, but the only thing it is used for is visitig the Windows Update site to get the current critical security patches. Mozilla Seamonkey and Firefox get the nod for browsing chores.
