in some cases they may not, in others they will. As an example I have seen deer go down on the spot with a heart/lung shot from 500 yards. I have also seen deer take the same shot at 50 yards and run 300 meters before piling up.

You just don't know until you take the shot how the target will react. In the case of a potential suicide bomber on a crowded tube you don't have the luxury of shooting and evaluating, you shoot quickly and accurately until they stop. I'll almost guarantee in this case they will find at least shot number 5 was unnecessary, maybe even three and four. However, you have to take into account the brain processing what the suspect is doing and telling the trigger finger to stop firing. For reference the record for speed shooting (accurately) is five shots in .45 seconds from a double action revolver.
