But one they couldn't have expected. If he hadn't tripped, when would they have taken him out? If you look at the map, he was already at the train, so if he was a suicide bomber, they were already too late. He could have killed quite a few people already.

I realize there are difficulties in shooting him in that you could hit a pedestrian or detonate the bomb, but if they'd already made up their minds that he had to die to save the public, then they have to take the chance at some point, even if it means shooting his legs and then going for the headshot when he falls.

Also, I have no doubts they identified themselves as police, but the question I have is whether they showed ID cards (thanks TheGM) first or guns.
