I have no doubts they identified themselves as police.

I think they waited as long as they did because shooting a running man is difficult and given what they thought (that he was a bomber), it would have been even more difficult to hit the man so that he wouldn't be able to trigger the bomb they thought he had. Besides, they also would have been thinking the bomb was on his body, meaning that shooting that would have been totally out of the question as well.

I hate it that a man died over the Police's suspicions, but they would have had good reason, added to the fact that all the London Police would be very edgy and frightened about now.
