LEOs in the western world are usually trained to identify themselves by voice and with a badge when in plainclothes. One trainer I know, Massad Ayoob, has conducted training in Lethal Force for British Police and he teaches a draw that presents both the gun and badge.

Now lets look at some other factors.
-Unusual Clothing for the season.
-Contact with a house under surveillance because of it's affiliation with known terrorists.
-Fleeing the Police.
Sure maybe he thought they were thugs out to beat him, but what are the Police supposed to do, let him go? If they had and he'd blown up the tube killing a dozen people what would you be saying about the officers?
