From the information available, only one officer had a pistol. If we accept the law of diminishing probability then five times as many bullets makes a significant difference, whereas 2.4 times as many (assuming a 12 round clip, which is arbitrary since we don't know) doesn't make anywhere near as large a difference.

Not to mention the question as to whether the bomber was alone. Empty the clip and you're defenceless. Arguments as to why 5 and not 1/2/10/1,000,000 are meaningless in the long run.
