Those were the original orders from Eisenhower to some French resistance fighters shortly before D-day. The intent was that they shouldn't make their move until getting the go-ahead from Allied Command. One of Eisenhower's staff reworked the orders to "Don't waste your life. Wait until we tell you to move."

That's the story, anyway. I personally doubt that the Allies would have risked the secret of D-Day with the French resistance.
