from all that I've heard in the three days since this story broke, the police did not have any choice.

I do not believe he was mentally ill, neither do I believe that this was suicide-by-cop (an almost unheard-of event in the UK). My personal feeling is that he panicked and ran when he saw a gun pointed at him. If he had run anywhere other than into a tube train he would most likely still be alive.

From the police POV, they had a man who emerged from a house under observationin connection with the attacks, who was wearing heavy clothing in the middle of summer (it was 25°C that day and hotter underground, why was he wearing a winter coat?) When challenged by people who identified themselves as police, he then ran off into the local underground station, vaulting the barriers and onto a train. At this point the police have a suspected suicide bomber who could possibly be wearing a belt bomb on a tube train. They only have one course of action left.
