Think about it, he walks out of an under surveillance house wearing a bulky winter jacket in the middle of summer, when approached by armed police he legs it (and I am sure they made it quite clear they were police) he then runs into a tube station and jumps onto a tube train packed with people. I'd shoot him too! Those actions to me are enough to put up warning bells. If he had run into the middle of an empty part or into some quiet housing estate then sure, when I caught him I would handcuff him but he ran into a packed train. The ideal place for a suicide bomber. Yeah it is unfortunate that an innocent man died but you cannot take chances with the lives of the public. And we never will know what words passed over the radio.
