Was he running for a train? You don't know. Neither do I.

However, the cops knew that they told him to stop an apparently identified themselves as police (ie. "STOP! POLICE! STOP OR WE'LL SHOOT!) and the guy didn't do that. He ran, apparently because they told him to stop. THAT got him killed.
