All I can say is: not in my country! We don't kill innocent people here. Or at least it was never public policy! If wearing dark clothes, carrying a rucksack and running for a train is suspicious, then we're all doomed. And it wasn't suicide by cop. That is almost impossible in the UK, you might be able to manage it if you were brandishing a fake bomb in a public place, but even then there are other outcomes.
