Of course she's qualified to have an opinion on the matter. The police are a group of people with a responsibility to protect and serve the public, and they do so with taxpayer money. The average UK citizen has a big say in how the police use that money and provide that protection.

This is a serious matter. An innocent man was killed over this, and that is an outrage. Whether it is the fault of the officers or his own fault is yet to be decided, but it is a matter of public interest and not limited to those select few who you deem qualified to decide how these officers should have acted.
