But why do we need to move anything? There are 13 root DNS servers (A, B, C,..., M). Most are in the US, but there are others. All that needs to happen is...
  1. Configure a Non-US Root DNS server as authoritive
  2. Configure the other Non-US root servers to point to the new master
  3. DDoS all US Root Servers!
