illegal for him to make such a request. While it may not be appropriate in Canada, he could make the request and I am sure that they might look in to it based on what the facts are.

Another difference is:
In the U.S. the governor does not hold the purse in most states, he has a say in it how it is formed, but the state congress generally has to vote on the budget for it to be passed. This is how abuses like what you are describing are (generally) avoided. If you can't say " I will withold your funding if you don't do as I say" then your ability to make them do things they shouldn't is lessened considerably. I would not say it is impossible, but to do so would take considerable collusion and underhanded dealing, most likely blackmail.
