to decide if there is enough evidence to warrant an investigation. Yes, Jeb is able to make a special request to review the data but it is up to the legal system to determine if there is enough data to continue past a preliminary investigation. Jeb can not MAKE them investigate beyond a preliminary "fact finding" investigation. If there is nothing worth investigating, they won't go any further.

Now, if there is nothing further after the fact finding investigation and they continue on, then I would definitely have to agree that it is a "witch hunt" and would say Jeb was abusing his power and out for vengance/political gain. Until that happens, then I have to hold my judgement and see if they do the right thing.
