My previous PC had a 14 inch monitor, it hurt my eyes to run anything larger than 640x480. It was a pentium, and ran Win95/Win98. One of the ladys I work with runs a 640x480 because she has eye troubles.

That said, 640x480 isn't very common anymore. I would make the site minamally accessable: scrolling okay, layout screwups okay, but try to make sure content doesn't disapear.
