Keep in mind that gif-file is a bitmap, and eps is vector graphics. If your original file is bitmap, without redrawing it in a graphics program, there is no advantage in just converting the file to eps (unless you need to convert it to print to a postscript printer or something).

If you really want it just converted, you can use GIMP, Photoshop, Paint Shop Pro, Freehand, Illustrator etc to convert it; you can download free trials of any of those programs, just Google for the download addresses.

With any of the above mentioned programs, you should first open the file "File" > "Open", then save it with "File" > "Export" or "Save as...".
