Here's(pdf) Bob Smith talking about it in March 2000, where he says, among other things, "Stephen Breyer was filibustered; J. Harvie Wilkinson, Sidney Fitzwater, Daniel Manion in 1985, Edward Carnes, Rosemary Barkett, H. Lee Sarokin – there are 13 of them." The first ever filibuster of a judicial nominee was by Republicans, Abe Fortas in 1968. And whether you call them all "filibusters" or not, 65 of Clinton's nominees were denied a vote.
