Fill your mouth with bread, tortilla (corn works best) or something along those lines. Hold it there and fill the rest of the way with milk. Chew it up and mix it around and hold it for a minute. Spit it out and repeat as necesary. The milk coats your mouth and prevents the spread of the capsaicin oil (whereas water is just like throwing water on a grease fire, makes it spread) and the bread type stuff absorbs the capsaicin. Water is a bad idea and a last resort in cases of extreme hotness.
