The practice has two principle effects:
- it makes things appear worse than they really are
- it motivates people to try to improve things.
One example is the modern environmental movement, which, for the most part, originated in the US. If you listen to environmentalists, the US is a pesticide drenched slag heap. In fact, the US is a leader in environmental monitoring, legislation and efforts to clean up waterways, restore land, etc.
