Quoting a Microsoft statement made on E3.

Quote:

Microsoft kann derzeit nicht garantieren, dass die kommende Spielkonsole Xbox 360 alle bisherigen Xbox-Titel abspielen können wird. Der Konzern legte sich lediglich auf die "bestverkauften" Spiele fest.

Translation:

Microsoft can currently not guarantee that the upcoming game console Xbox 360 will be able to play all old Xbox titles. The company only made promises for the "bestselling" games.
The article goes on explaining the reason to be the emulation approach and the known problems with that approach in the past on other platforms.
