Keep in mind that in most of the world's military ground forces you have two types of folks, officers and not officers. The NCO corps, if it exists at all, is not effective.
So when the officers are gone the enlisted types tend to hunker down and hope that everything will go away. What choice do they have, they have generally not been trained to use the radio, do not know the communication procedures, have little or no information to base a decision on, and have been trained to do only what they are told to do. The last point makes them easier to handle.
In better-trained forces you see responsibility pushed down to the enlisted ranks. With that responsibility comes the training to handle it. So no training + no responsibility = no action.
You see this in the US forces as well; support troops are less likely to take any action without their leaders prompting them than a line unit. Primarily because the support troops do not know what to do. If you do not know what to do yourself it is pretty hared to lead others.
