It has a vastly different hardware architecture, so plain HW-based backward compatibility isn't possible.

The way MS tries to get backward compatibility is by emulating the old hardware, which will inevitably lead to compatibility issues with a lot of the old games (and from all I've read so far, MS openly admits that). All Microsoft so far is willing to guarantee is that "the most bestselling games will run".
