Is jumping on to the roof of an MG tower allowable or is it exploiting a flaw in the map and so against the rules?

For those who don't know, you can climb up the ladder, jump on to the guard rail at the top and from there jump on to the roof. It requires a little skill to not miss the first jump but isn't too hard to do.
