I can only state how things were for me; I served as a conscripted NCO in the Swedish Air Force, and even thought I was ground tech, I was trained to make decisions on my own instead of asking my superiors what do all the time; I was given a task and how I solved was entirely up to me as long as got the job done. But as you said "there are a billion exceptions to every blanket-statement".
