can respond. It's hir choice that prevents that. Not being able to respond and not choosing to respond are two completely different things. Read my other posts on this ruling. Yes, I have said in the past and today that a disabling is NOT the same as a ban. However, any new user will still have to live under the rules of the board and bad behaviour will be dealt with. If Naruki came back and kept hirself completely in check within the rules, there would never be cause for further disabling. I find that occurence unlikely however (the coming back and the behaving, both). KS
