is to force users to think of stronger passwords. Your pet's name and anniversary will only last so long....

Given that a strong password policy is in place, a password change policy will *reduce the probability* of an offline brute force attack succeeding. This is because strong passwords take (on average) a very long time to break. Weak passwords can be broken in milliseconds.
