Yes surpluses get transfered to the #2 candidate on your votes. Most areas will have 7 candidates running, which means those distribution of votes will be fairly low.

Most people will for there favorite, then random for second and 3rd and forth and fifth, if they are going to vote straight down the party (which I don't think most people will).

So it's not like 1 person having a huge majority, will cause every other memebr of his party to be elected, becuase those votes will most likely be spread out evenly.
