It's that a fraction of EVERY vote that is attached to a candidate who is above the threshhold is moved to each vote's respective seconds.

The fraction that is calculated is the amount that has to be taken away to get the candidate down to the threshhold.

So if by taking away 1/6th of every vote gets the candidate down to the threshold, then 1/6 of every vote gets redistributed amongst those votes' 'seconds'.
