From that nifty Flash demo I got the impression that additionally all votes above the required threshold are transferred (i.e. if Liberal3 has more votes than needed to get elected, the surplus votes are proportionally distributed to the other candidates according to second rank and so on). In that scenario, everybody ranking Liberal3 as number 1 and helping him get a surplus is also counted (at a fraction) for his second choice. Thus "only one vote is counted" isn't exactly correct, or did I get something wrong?

It also seems that the "weight" of your second (3rd, 4th, ...) vote depends in part on how well your primary candidate fares. While I like this system far more than the system we have here in Germany right now, I don't like that this seems to do away with the principle of "every vote counts the same".

(I should perhaps add that - though it's a Canadian issue - I'm interested in it because we have elections here next week and I have some problems with their modus operandi and the decision it forces onto me regarding my vote...)
