a system whereby if you dont get at a minimum of 2 recruits a month or you get a reprimand and possibly a letter of reprimand in your Carreer jacket they wouldnt have so many problems as it stands its a war time situation and the ecconmy is slightly improveing. thus makeing it more difficult to recruit.
