There is no delivery guarantee with SMS messages within Europe anyway (don't know about US). Phone networks give priority to voice calls and SMS messages are delivered if there is available capacity to do so. I assume that as pagers are used for emergencies there must be some sort of guarantee that they'll actually get there. Not taking into account that you might turn it off or something, then it's your own fault.
