We're not talking about people concerned with precision, here. The scenario that has to be considered is: large, fully-fueled CA craft vectored on the near vicinity of its target and going full-bore to reach it before our armed forces can adequately respond. If we're under attack by non-military forces, then the attackers will only be concerned with hitting fast and hard, and close enough to something vital to hurt us. They don't care if they pinpoint hit their target. (Military forces will send a bomber, not fly the bomb themselves.)
