The pilots assigned to this task are going to be hand-picked, experienced senior combat pilots. A large number of possible scenarios will have been considered and analyzed along with possible responses. No responsible official will criticize a pilot for shooting down an unauthorized pilot who doesn't _immediately_ respond to a sharp "get out NOW!".

Of course, if it turns out to be a 19 yo prankster with delusions of invincibility, the press would be all over the pilot and his superiors, but that doesn't change anything. The press doesn't bear the final responsibility for protecting the WH against air attack - the fighter pilot does and he isn't in a position to engage in wishful thinking or second guessing.
