They need a multistage response: step one, send up the f16s to get there NOW and scope it out. Meanwhile, check its speed on the radar and scramble something of a suitable speed to escort it to where you want it setting down.

As for collateral damage, how much damage can a plummeting Cessna do? Rather more than I'd consider acceptable, quite frankly, without SERIOUS evidence that it was a Genuine Threat. Being in the wrong place isn't enough.
