A beam that hits an interface between media of different optical densities at an incident angle of 0 degrees (as in, perpendicular to the interface), would not be refracted at all. Only beams that are not perpendicular to the interface are subject to refraction, and assuming the laser is mean to be fired straight out of the barrel of the weapon, it shouldn't be. It would still slow down, but not appreciably.
