Light only refacts when transfering mediums. I would assume that a torch spreads out because the light comes from a bulb that is in a glass vacuum (or possibly air, I'm not sure, but air and vacuum have almost the same index of refraction) and then is refracted when it passes through the glass into the water. I think this problem could be overcome.
