If it is not, the guy is missing the whole point of democracy.
Universal suffrage obviously does not make sure that a nation is governed by its better politicians; what it ensures, though, is that every faction big enough to start a revolution is also big enough to get some power without bloodbaths.
And don't forget what useless morons French aristocrats had become before the French Revolution, or what obtuse, coward warmonger was the Italian King Vittorio Emanuele III (the one who let Mussolini seize the power in order to counter communists).
Actually, English aristocrats are viewed as unusually bright ones who managed to somewhat adapt to modernity. Think about the others if you dare...
Here in Europe whe have many memories of aristochracy, and most of them are not fond ones at all.
Keep out of there and you'll be happy.
