I'll tell you where you can buy a gallon of true high explosives for a bit over a couple bucks, and billions of people around the world do so every day. It's called gasoline, and, atomized, it will burn faster than the speed of sound -- that's the dividing line for "high explosives". It doesn't take a lot of sohpisticated technology to turn something like that into a shrapnel/incindiary bomb that can do an awful lot of damage. Guess I'd better kep quiet about it, though; lest I get a "visit" from our DHS "protectors".
