"Criminals" who got caught driving at 70MPH on the Garden State Parkway (the posted speed limit is 65 now [was 55 for a long time], but if you're doing 70, you'd better be in the slow lane, because everyone else is doing 90 or more).

The police are already abusing the system and people are criminalized for things that shouldn't be crimes (unless we're going back to instituting debtor's prison).
