are not in my mind the same thing. If I choose to give a grocery store information about my in exchange for a price break, and let them see what vegetables (or ice cream) I bought, that is my choice and the government doesn't get it without a reason.

Ditto for my tv watching habits, my phone records, my library books. I choose to let those institutions track me in exchange for their services - this does not open me up to governmental scrutiny without some reason for an investigation that they have to justify to somebody else.

Your last point - "I don't feel warm and fuzzy about Homeland Sevurity running the program" - is entirely what I'm talking about. It sounds like they will have access to scrutinize far too much at their whim, far too easily, and will not have to justify it to anybody.
