persons above 16 years of age to carry proof of identity in most states for a long time now....it was just uninforced unless the policeman was feeling "frisky" that day. While I disagree with the method and especially some points of the ID bill it does provide a means to make sure that the states take reasonable precautions to prevent their IS's from being counterfitted. Texas ID's were easily countefitted until about 8 years ago, many friends did it to get beer when I was young! Exacto blade, passport photo and superglue...done
