i can also only speak from personal experience by stacato 2005-05-11 00:49:13
i got my first mobile in 1999 in germany. My contract was with D2 Mannesmann which is now D2 Vodafone. Been with the same company since the first contract. Since I have had this mobile i been pretty much all over Europe and in the States several times. Trying out pretty much any roaming partner available in the list.

The only Problem i have had so far was in the US cause SMS was not an established service with the roaming partner when i was over in 2001 last time.

As for the rest of Europe, as far down as the Canary Islands i have not experienced a higg lag. Good example. I was down at the beach in 2002 with my ex in Italy. Realy remote beach on Sardegnia with pretty poor reception. I send her a "giggly love SMS" so the message went to the Roaming Partner in italy, then over to germany where it was relayed to her phone provider in the UK and from there to the roaming partner in Italy. She was not on the same roaming network as i was. The lag wasn't even a minute.
