To quote the first amendment: Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof;...

Now I happen to be a simple person and as such agree With Justice Scalia on the Constitution. There are no laws being enacted, and if the Citiy Council prefers to have Christian ministers say the opening prayer so be it. At the same time if they chose only Muslim Priest's that would once again be their right. They are choosing to freely exercise their religion and are enacting no laws prohibiting others from exercising theirs.

Oddly the First Amendment mentions Congress, would this mean (in a literal sense) that a State could choose an official religion and be within Constitutional grounds? Interesting thought.
